Culture Review & Prioritised Roadmap · Public Health
Metropolitan Public Health Service
An independent culture review and prioritised roadmap to help three clinics become one service.
From amalgamation to a shared direction, built on what staff told us.
Client Goals
The mandate
Following a restructure, a metropolitan public health service brought three established clinics together under a single service structure. Each clinic carried its own history, clinical model and ways of working. The leadership team wanted an independent, evidence-based view of how people were working together across the service, and what it would take to build one shared culture.
- ●Understand staff experience across every site and professional group
- ●Identify the strengths to build on and the barriers to working as one service
- ●Give every staff member a safe, confidential way to contribute
- ●Translate the findings into a practical roadmap the leadership team could own
What We Did
Our approach
Phase 1: Diagnose
- ●Desktop review of service documentation and the restructure
- ●Staff ideation sessions to shape the focus of the review
- ●Confidential all-staff survey, achieving near-census participation
- ●25 consultation sessions: five focus groups, 17 staff and manager interviews and three leadership discussions
- ●A confidential, trauma-informed process designed around a clinical workforce
Phase 2: Analyse & Report
- ●Integrated analysis of survey and consultation data, showing where the two converged and diverged
- ●Findings mapped against the organisation's values and psychosocial hazard domains
- ●Eight integrated themes and 18 sequenced recommendations
- ●Individual matters raised in confidence referred to the appropriate channels, separate from the cultural roadmap
Phase 3: Prioritised Roadmap Co-Design
- ●Co-design workshop with the service leadership team on the consolidated findings and draft roadmap
- ●Recommendations sequenced into immediate actions, co-designed priorities and longer-term embedding
- ●Re-measurement of key survey items built in at six and 12 months
Phase 4: Sharing the Findings
- ●Leadership briefing to prepare leaders to discuss the findings with their teams
- ●All-staff feedback session delivered, with clinical services paused so everyone could attend
The Outcome
What changed
The service now has an independent evidence base that staff helped build, and a co-designed, prioritised roadmap its leadership team owns. The review gave leaders a clear picture of the strengths and pressure points across all three sites, and a sequenced plan to move from a structural merger to a shared identity.
- ●Near-census staff participation, giving the findings strong legitimacy across the service
- ●Strong meaning and motivation in the work confirmed as a foundation to build on
- ●A shared service vision identified as the anchor for change
- ●18 recommendations sequenced from immediate actions to longer-term embedding
- ●Findings shared openly with all staff through an all-staff feedback session
- ●Progress measures built in, with re-measurement at six and 12 months
